Challenge
The Bulgarian Air Traffic Services Authority (BULATSA) required the construction and certification of a real-time disaster recovery data center to ensure uninterrupted operation of critical national air traffic management systems. The project demanded compliance with the highest international standards for security, redundancy, and operational reliability, including certification under Uptime Institute Tier III requirements.
Solution
Telelink Infra Services, as part of the consortium “TIS-AT DC”, performed the delivery and installation of critical facility infrastructure and certification of the facility located in Sofia District-Bozhurishte, with a total built-up area of 2,088.75 m². The project included:
- Electrical and power systems — diesel generator and fuel management system, grounding installations, power distribution, and lightning protection, Power monitoring and control software (Power SCADA);
- Building systems integration — HVAC, fire detection and gas extinguishing systems, access control, IP video surveillance, structured cabling, and data network infrastructure;
- Building automation (BMS) — centralized control via servers, networked controllers, sensors, and custom management software;
- Communication infrastructure — fiber-optic channel networks for telecom operators and service providers;
- Specialized systems — X-ray baggage inspection, water leak detection, and physical security installations;
- Testing, commissioning, and training for operating personnel, along with preparation of full as-built documentation;
- Tier III certification from the Uptime Institute, ensuring high fault tolerance and operational continuity.
Outcome
BULATSA now operates a state-of-the-art, Tier III-certified data center designed to maintain critical operations in real time during emergency or disaster scenarios. The facility provides a secure, redundant, and fully automated environment, enhancing the resilience of Bulgaria’s air traffic management infrastructure and ensuring continuous service reliability and data protection.
